Personal Mail / Non-Privileged Mail

Personal Mail / Non-Privileged mail directed to inmates at the Leon County Detention Facility shall be sent to the mailing address below. Correspondences sent to the Securus Digital Mail Center will be scanned and sent electronically to the inmate’s issued tablet. Personal Mail / Non-Privileged mail not sent to the address below will be returned to sender.

Inmates who are not issued a tablet will have their mail printed and delivered to them.

Legal Mail / Privileged Mail

Legal Mail / Privileged Mail for inmates can be sent directly to the Detention Facility to the following address:

Legal mail shall be clearly identifiable and marked appropriately as legal mail. The delivery of legal mail will follow the current guidelines in the presence of the inmate: mail will be opened, photocopied, copies provided to inmate, and original mail resealed. The sealed original mail is placed in the inmate’s property in the Property Unit.

Inmate Mail

All incoming mail will be inspected for contraband. Mail containing the following items will be returned to sender:

Stained with powder, perfume, glue, or glitter
Envelopes with tape or stickers
Mail from other Detention Facilities or Prison Institutions, unless approved by both Institutions
Note pads
Greeting cards larger than 5" by 7"
Paper, envelopes, pencils, pens, or stamps
Music lyrics
Cell phones


Inmate Mail Censorship

Inmate mail shall not be censored and/or denied unless for legitimate facility interests for order and security, and in the interest of upholding the law. Such interests include, but are not limited to, the following statements, threats and/or plans of:

Physical harm or threats of physical harm against persons inside or outside the facility.


Extortion, blackmail or other criminal activity.


Escape.


Activities in violation of facility rules. Whose nature is such that, if communicated, would create a clear and present danger of violence and physical harm; or

Correspondence that is in code or for which there is reasonable belief that a code is contained therein. If correspondence is censored or rejected the inmate shall be informed of the action in writing by the Canteen Supervisor or designee, including a statement of why the correspondence is being censored and/or rejected [FCAC 12.03 FMJS 9.03].

Notice of censorship or rejection will also be provided via U.S. Mail to the sender/author within (5) business days by the Canteen Supervisor or designee.

The sender/author of the censored or rejected mail, within five (5) business days of receipt of the notification of the decision to censor or reject the item of mail, may protest the decision to censor or reject the subject item of mail to the Support Services Bureau Commander (SSBC) or designee. A protest may be made verbally or in writing. The protest should include the reasons why the item of mail should not be subject to censorship or rejection.


The SSBC or designee will review and respond to the protest within five (5) business days of receipt of the same.


If the original censorship or rejection is upheld by the SSBC or designee, the SSBC’s decision may be appealed to the Detention Facility Director within five (5) business days. An appeal may be made verbally or in writing. The Detention Facility Director will respond to the appeal within five (5) business days. The Detention Facility Director’s decision on appeal is final.

Requesting Inmate Signatures on Official Documents

The procedure for requesting inmate signatures on documents are as follows:

Documents may be dropped off Mon-Fri.
Any documents dropped off from 8:00 a.m. – 10:00 a.m. will be processed and ready for pick-up the same business day from 3:00 p.m. – 5:00 p.m.
Any documents dropped off after 10:00 a.m. will be processed and ready for pick-up the next business day from 3:00 p.m. – 5:00 p.m.


*When exigent circ*mstances arise, the Watch Commander may approve the facilitation of action outside the above parameters.

Magazines and Newspapers/Newsletters

Magazine and newspapers/newsletters subscriptions will only be accepted if mailed directly from the publisher. Publications cannot contain nudity, p*rnography, excessive sexual content if deemed inappropriate by the Assistant Sheriff or designee, articles that support criminal behavior or tangible threats to the safety and security of the facility. An inmate will be allowed to possess the following quantities: magazines – two (2) and newspapers/newsletters – two (2). Any items more than these quantities are considered contraband and will be disposed by the facility.

Packages and Books

The Leon County Detention Facility does not accept packages or books for inmates, except for the items listed in Magazines and Newspapers/Newsletters and Religious and Spiritual Material. This includes anything from private citizens, Amazon, USPS or any other delivery service. All items will be returned to the sender.

Books are available to inmates in the form of an e-Book (electronic book) on their assigned Securus tablet. There are over fifty thousand (50,000) e-books available free of charge.

Religious and Spiritual Material

Religious or Spiritual Material will only be accepted if mailed directly from the publisher, no items from third-party vendors (i.e., Amazon) will be accepted. The item must be mailed to and approved through the Chaplains Office at the Leon County Detention Facility to the following address:

Re: Inmate/Detainee’s Legal Name and SPN number

An inmate will be allowed to possess two (2) religious or spiritual materials in addition to the items noted under Magazines and Newspapers/Newsletters. An inmate can be supplied certain standard religious books through the Chaplains Office to include the Holy Bible, Tanakh, Quran, etc. All items must be approved and noted approved on the item as determined by the Chaplains Office.

The donation of religious material can be made to the Chaplains Office and will be made part of the religious library. These materials must be addressed "Care of the Chaplains Office". Any Religious or spiritual material donated to the Chaplains Office will be dispersed randomly. A supply of donated religious material and other reading material is available in the facility and will be provided to any inmate who makes a request if the item has been donated and is available. Any items more than these quantities are considered contraband and will be disposed by the facility or returned to the Chaplains Office for reuse.
